Jan. 23, 2024 – In a move to provide critical relief for Pennsylvanians who faced disciplinary actions during the COVID-19 pandemic, Rep. Russ Diamond (R-Lebanon) has introduced House Bill 1969. The bill aims to reinstate licenses, registrations, certificates, and permits that were suspended or revoked due to failure to comply with COVID-19 protocols set forth by the Governor and the Secretary of Health.
Speaking about the legislation, Rep. Diamond highlighted the need to address the grievances faced by business owners and professionals who were penalized for trying to make a living. He emphasized that the disciplinary actions were taken under an indefinite disaster emergency system that no longer exists in Pennsylvania. He further added, “The people of this Commonwealth were so outraged by administrative overreach during this period that they saw fit to change our state constitution, making Pennsylvania the only state in the nation to reduce its governor’s emergency powers via constitutional change.”
The proposed bill not only seeks to reinstate licenses but also aims to remove any disciplinary actions taken during the COVID-19 pandemic. This includes warning letters, fines, and other actions that may appear on a licensee’s disciplinary history. Rep. Diamond believes that such actions created division among Pennsylvanians with differing opinions on the governmental response to the pandemic.
In December, Rep. Diamond introduced similar language as an amendment to House Bill 901, but it was defeated by every Democrat in the House. Expressing his disappointment, Rep. Diamond stated, “I find their profound lack of support for our constituents, business owners, and professionals deeply troubling, which is why I am offering this language again as a standalone bill.”
The introduction of House Bill 1969 is seen as a crucial step towards rectifying the grievances faced by Pennsylvania’s business owners and professionals. It aims to restore licenses and remove disciplinary actions that were imposed under a system that is no longer in effect. Rep. Diamond’s efforts to support his constituents during these challenging times are commendable, and the bill will now undergo further scrutiny and discussion in the legislative process.
