By a unanimous vote, the Pennsylvania House of Representatives has passed legislation aimed at addressing teacher shortages by extending a law that allows schools more flexibility in hiring substitute teachers. The bill was co-sponsored by Representative John Schlegel from Lebanon.
Schlegel stated, “It would continue beneficial teacher hiring practices initiated during the COVID-19 pandemic, which expired on June 30.” He added, “It would also remove the sunset provision in the law for certain provisions, enabling schools to continue securing substitute teacher coverage permanently.”
The proposed legislation permits retired educators and staff to work in public schools for over 20 days without affecting their pensions. Schlegel emphasized that this move would help address staffing shortages while providing students with the knowledge and experience of retirees.
The bill will now be presented to the state Senate for consideration. This timing allows school administrators to plan their staffing needs for the upcoming academic year.
