North Cornwall Township, located in Lebanon County, PA, is seeking to fill the Administrative Office Supervisor position, with the opportunity for advancement to the Assistant Manager's position. The Township has seen an increase in population, residential and commercial growth during the last decade, resulting in the need to increase its administrative staff. The Township will begin construction in 2022 of a new municipal administration building and will be seeking career minded persons to join the expanding administrative department's staff.

North Cornwall Township is accepting applications for the position of Administrative Office Supervisor/ Assistant Township Manager. This is a career opportunity for an ambitious, energetic, self-motivated individual with the experience or willingness to learn the skills necessary to perform municipal administrative office duties required for this position. The individual hired for this position will receive on the job training, learning all facets of North Cornwall Township's municipal administration and public works operations.
Position will be a full-time position, working a minimum 40-hour week, performing multiple administrative work duties and responsible for supervising, directing, and monitoring the Township's administrative office day-to-day operations.
Salary will be based on experience, and benefits include healthcare medical, dental, and vision benefits, paid time off, retirement pension, paid holidays, as well as other benefits.

General Description:
The Administrative Office Supervisor / Assistant Township Manager is a high-level management position and reports directly to the Township Manger. This individual is responsible for performing multiple administrative work duties, in addition to supervising, directing, and monitoring the Township's administrative office day-to-day operations; implementing and managing the Township's administrative office and financial administrators; researching, planning and developing goals to enhance Township operations; writing and administering applications, employee performance reviews and grants; assisting in the budget preparations and management; attending Township meetings; serving as the Township liaison to assigned boards, commissions, or committees: and assuming the responsibilities of the Township manager in his/her absence. The position requires the ability to interact well with all department heads, administrative staff, elected Township Board of Supervisors, elected officials, Township Boards, Commissions, and Committees, business community, property owners, residents, and vendors.
Essential Functions:
Responsible for the overseeing the management of the administrative front office staff; management of medical and property insurance policies; employee records and handbook, annual newsletters and calendars; website content. Assists Township manager with formulation, implementation, review and control of policies, procedures, and regulations regarding the effective and efficient management of the Township.

Major Job Responsibilities:
Provides direct and indirect supervision to various departments, as required, providing overall direction through meeting with department heads and by serving as a liaison between departments and Board of Supervisors.
Provides support to the Township Manager by performing a variety of administrative and public relations tasks.
Serves as a liaison between the Township Manager and the community by assisting and responding to inquiries or complaints from the public, vendors, and other municipal officials.
Serve residents or customers at the front office counter. Reply to emails and answer office phone calls. Review, sort and distribute mail.
Assists in preparing meeting agendas and minutes of Board of Supervisor meetings.
Assists in maintaining up-to-date accurate property files, development plans and fiscal records through manual controls and computerized accounting system.
Assists in human resources matters, maintains personnel files, healthcare benefits, insurance coverage policies, employee hiring, evaluations, employee training, development, and compensation
Performs payroll time sheet submissions, tracking of benefits, vacation and sick time, and related duties.
Is responsible for management of Township website, calendar, social media pages, and newsletter.
Assists in preparation of annual budget and in monitoring expenditures under current budget.
Assists in oversight of Financial Administrator as well as accounting and payroll functions.
Attends staff, supervisor meetings and planning commission, conferences and any other assigned board meetings to provide assistance and make recommendations to the Township Manager on various matters concerning the Township.
Serves on committees and task forces created to address specific issues.
Overseeing the filing of Federal and State reports as directed by the Township Manager.
Assists in writing resolutions and ordinances related to policy matters under consideration by the Township.
Assists in the planning of short and long-range community revitalization efforts including grant research, grant writing/funding and the investigation of infrastructure and development projects in the Township.
Conducts research and prepares special reports on policy matters of interest to the Township Manager and Supervisors.
Researches, prepares, submits, reviews, conducts research, report preparation, as required by the Township Manager and Supervisors.
Serves as project manager for different projects, grants, functions, and events as assigned by the Township Manager.
Assists with community and economic development efforts, including efforts to assist, recruit, and maintain business, properties, and community relations within the Borough.
Serves as Township Manager during temporary absence due to disability, annual vacation leave, travel, and short-term vacancy.
Provides administrative assistance to the Township Manager.
Performs all other duties as assigned by the Township Manager and Supervisors.
Skills, Knowledge, Abilities:
Knowledge, experience or training in personnel administration, financial administration and public/employee policy making.
Knowledge of the techniques of community, commercial, and industrial development.
Knowledge of the procedures of the Borough Council.
Excellent communication skills, both verbal and nonverbal.
Knowledge of local government structure and operating procedures including but not limited to budgeting, finance, growth management, public safety, public works, police, fire, ambulance, recreation, etc. Knowledge of the functions and operations of all Borough departments.
Skill in organizing and presenting, in written and oral forms, statistical, financial, and factual information.? Skill in organizing, analyzing, solving problems and supervising the work of others.
Ability to establish priorities and organize work.
Ability to operate a personal computer and calculator.
Ability to interact and establish relationships with department heads, staff members, Borough Council, and the general public effectively.
Ability to communicate effectively orally and in writing.
Ability to present information effectively and respond to questions from officials, colleagues, vendors, the media, and the general public.
Ability to read and interpret complex financial and statistical information as well as laws, ordinances, and policies.
Other Duties and Additional Essential Functions:
Lifting up to fifty (50) pounds without assistance.
Ability to sit for long periods of time, remaining in a stationary position frequently, but also to occasionally move about within the Borough Building and other Borough facilities to access other staff and materials.

Minimum Qualifications Required:
Degree in Public/Business Administration or related field from an accredited college or university, or minimum three (3) year's work experience and knowledge in the municipal government
administration or public works operations with a strong willingness to learn municipal and public works administrative duties.
Strong oral communication and decision-making abilities, a desire and willingness to learn the field of municipal government administration and public works operations. Individual must be self-motivated, disciplined, able to communicate with the public and co-workers in a courteous, articulate manner.
Ability to operate machines and personal computer; knowledge of Microsoft Office, Quickbooks, word processing, spreadsheets, databases, payroll, accounting, website development (non-programming), permits, and other necessary hardware and software required to efficiently work in highly functioning office environment.
Valid Pennsylvania Driver's License with clean record.
